On Sunday, May 27, the UN Security Council condemned the Syrian government “in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more” in Houla, but did not take actions to bar the possible flow of weapons to the government that could be used against civilians.

“It is beyond unacceptable that the world cannot agree that weapons should no longer be flowing to governments like that of Syria.The future Arms Trade Treaty must make clear that arming regimes that use their weapons for these types of abuses, for the slaughter of villagers as happened in Houla, is no longer permitted.”
