L\u2019accent cette semaine \u00e9tait mis sur des probl\u00e8mes plus substantiels par rapport aux ann\u00e9es pr\u00e9c\u00e9dentes et comprenait une s\u00e9ance sp\u00e9cifique sur la lutte contre le d\u00e9tournement d\u2019armes vers le commerce illicite.<\/p>\n<p>Cependant, il y a eu peu de discussions sur le respect des obligations d\u00e9coulant du Trait\u00e9, notamment en ce qui concerne les transferts d&rsquo;armes aux parties bellig\u00e9rantes au Y\u00e9men. Alors que les \u00c9tats parties au TCA entraient leur quatri\u00e8me jour du CSP 2018, <a href=\"http:\/\/time.com\/5377011\/yemen-rebels-saudi-coalition-strikes\/\">30 personnes, dont 22 enfants, ont \u00e9t\u00e9 tu\u00e9es au Y\u00e9men<\/a> \u00e0 la suite d&rsquo;une frappe a\u00e9rienne de la coalition saoudienne et \u00e9miratienne.<\/p>\n<p>Ali Jameel de Mwatana pour les droits de l&rsquo;homme au Y\u00e9men et d\u00e9l\u00e9gu\u00e9 de Control Arms, a d\u00e9clar\u00e9:<\/p>\n<blockquote><p>\u00abJe suis tellement d\u00e9\u00e7u qu&rsquo;ils ont refus\u00e9 de condamner les ventes continues aux parties bellig\u00e9rantes. La r\u00e9alit\u00e9 sur le terrain ne se refl\u00e8te pas dans cette r\u00e9union. Les \u00c9tats sont heureux de parler de questions qui, bien s\u00fbr, sont importantes, telles que la lutte contre le d\u00e9tournement et la transparence des rapports \u00e0 l\u2019organe du Trait\u00e9. The focus this week was more substantive compared to previous years, and included a specific session on tackling the diversion of weapons into the illicit trade.<\/span>\r\n\r\n<span style=\"font-weight: 400\">However there was little discussion of compliance with the Treaty obligations, particularly as it relates to arms transfers to the warring parties in Yemen. As ATT States Parties were entering their fourth day of the CSP 2018, <\/span><a href=\"http:\/\/time.com\/5377011\/yemen-rebels-saudi-coalition-strikes\/\"><span style=\"font-weight: 400\">30 people, including 22 children<\/span><\/a><span style=\"font-weight: 400\">, were killed in Yemen following a Saudi- and Emirati- led coalition airstrike. <\/span>\r\n\r\n<span style=\"font-weight: 400\">Control Arms delegate Ali Jameel, of Mwatana for Human Rights in Yemen said:<\/span>\r\n<blockquote><span style=\"font-weight: 400\">\u00a0\u201c<\/span><i><span style=\"font-weight: 400\">I am so disappointed that they have refused to condemn continuing sales to warring parties. The reality on the ground is not being reflected in the meeting. States are happy to talk about issues, which of course are important, like tackling diversion and ensuring transparent reporting to the Treaty body. Ambassador <\/span><span style=\"font-weight: 400\">Janis Karklin\u0161 of Latvia was elected as the President of the CSP 2019.
