From September 17 to 20, 2024, the Cambodian Ministry of National Defence, in collaboration with Control Arms, hosted an Arms Trade Treaty (ATT) Ratification Workshop in Phnom Penh. This event convened over 50 government officials from key ministries, including the Ministry of National Defense, the Ministry of Interior, and the Ministry of Foreign Affairs and International Cooperation, to provide a comprehensive introduction to the ATT and its obligations. The meeting addressed critical issues, including controls on responsible arms transfers, the establishment of robust national control systems, and measures to prevent diversion, with particular emphasis on Cambodia’s priorities, including the regulation of transit and transshipment.
The workshop raised awareness among Cambodian officials about the ATT and pinpointed specific areas requiring capacity building for its successful implementation. Participants engaged in in-depth discussions and breakout sessions to identify challenges to joining the Treaty and outline steps toward Cambodia’s eventual ratification. The event featured expert speakers, including representatives from the Regional Center for Peace and Disarmament in Asia and the Pacific (UNRCPD), the International Committee of the Red Cross (ICRC), MAG International, and the Center for Armed Violence Reduction, who provided valuable insights into international arms control standards and facilitated hypothetical exercises, enabling participants to apply their knowledge to practical scenarios.
Since the September 2024 workshop, Control Arms, with support from the ICRC, has been providing ongoing support and addressing specific inquiries raised by Cambodian officials. These include clarifying Cambodia’s obligations under the ATT, outlining the roles of various ministries in accordance with Cambodia’s legislation, the competent national authority, and their roles and responsibilities in preventing diversion, including through the establishment of robust Physical Security and Stockpile Management (PSSM) procedures. By providing detailed responses, Control Arms aims to enhance Cambodia’s understanding of ATT requirements and support the development of effective national control systems.
Control Arms and the Ministry of National Defense also held a one-day meeting in October 2025 to examine key issues for Cambodia in its journey towards joining the ATT.
This project, generously supported by the ATT Voluntary Trust Fund, reflects Cambodia’s commitment to strengthening national arms control mechanisms in alignment with the ATT, contributing to national security and regional stability. Control Arms remains dedicated to supporting Cambodia throughout this process, offering expertise and resources to facilitate the country’s journey toward ATT ratification and implementation.
